Management Information System (MIS)
Overview: 618 data is the Special Education data collected and reported to OSEP as mandated under section 618 of IDEA. SPEDPro is the current KSDE web application used to collect 618 data. SPEDPro’s purpose is to serve as the Management Information System (MIS) for special education student-level data.

Targeted Improvement Plan (TIP)
State Performance Plan (SPP) and Annual Performance Report (APR)
The 2004 Amendments to the IDEA require each State to develop a State Performance Plan (SPP) and Annual Performance Report (APR) that evaluates the State’s efforts to implement the requirements and purposes of the IDEA and describes how the State will improve its implementation. The Kansas State Department of Education is responsible for the Part B SPP/APR and it includes Indicators that measure child and family results and other indicators that measure compliance with the requirements of the IDEA.
The IDEA also requires each State to report annually to the United States Department of Education (USDE) on its performance under the SPP. Specifically, the State must report in its APR, the progress it has made in meeting the measurable and rigorous targets established in its SPP. USDE is required to issue an annual determination to each State on its progress in meeting the requirements of the statute.

District IDEA State Performance Plan Public Report
The regulations implementing the IDEA requires each state to report annually to the public on the performance of each district located in the State on the targets in the SPP. This is accomplished through the District IDEA State Performance Plan Public Report and is located on Data Central on the KSDE website.
District IDEA State Performance Plan Expanded Report
Each district’s expanded report displays district data in multiple ways to serve as a tool for district improvement planning. Expanded reports also provide information regarding a district’s Level of Determination. This report is only accessible by special education directors and a log-in and password are required.
