An Educational Benefit Review (EBR) helps teams examine and identify characteristics of IEPs that increase student access, participation, and progress in general education. At the individual student level, an EBR provides a systematic examination of a student’s current IEP to determine if the design is reasonably calculated to provide educational benefit. At the educational systems level, EBRs provide LEAs with a systematic process for evaluating the special education services being offered and can be used to improve services, practices, and outcomes for all students with exceptionalities.
The EBR LEA Facilitator Training is designed to prepare individuals in leading an EBR. Facilitators will learn to use the EBR process with groups in their own districts as well as review resources available to support the use of an EBR in a school or district. This is a new resource for Kansas educators and this training is designed for Special Education Administrators, Coordinators, school psychologist, special education team leaders, and others interested in leading teams through an EBR process. LEAs are encouraged to send small teams to participate in this training.
An EBR can be useful for a variety of purposes, including
assisting an individual IEP team to prepare for/conduct an annual IEP review or planning for a transition,
analyzing programming when progress has been limited for a particular student,
assisting a building/district/LEA in reviewing the impact and quality of IEP programming being offered and implemented,
identifying areas of need in policy, practice, and/or procedures, and
building the capacity of staff as a professional development tool to improve the quality of IEP development.
